Cooling fan huh?

Hey all,
Since I have taken the '89 S4 out of storage about a month ago I have found that the cooling fans do not come on, last year they worked flwlessly. I used the tips page of wally, but I think my problem may be not diagnosable through the steps. I find that the cooling fans do not work wheter the hood is open/closed or whether the car is hot or the A/C is on. The dilema begins with the fact that the passenger side fan runs at low low speed when the car is off and cold with the A/C not on. It is as if the fan has a mind of it's own. The only way that I can stop the fan is by pulling the fuse, the relay has no effect in or out. So now Im wondering what the hell these little gremlins are doing to my car? Any ideas are welcome and appreciated. Thanks in advance!

try removing the connector at the front driver side bottom of the radiator with the key on and connector removed both fans should run at hi speed. check the CE panel for corrosion look for tell tale water dripping if so the bottom of the blower box needs resealing dont wash car till this is fixed if it is evedent. Check the fan controller under the hood just in front of the headlight bar its the finned piece, also check the battery connections remove the small wires going to the positive side and check the connections at the hot post under the hood and check all of the grounds, do any checks with the battery disconnected, lastly check the ignition switch

Ok so i have disconnected the driver side plug...nothing changes, and the CE panel seems as though there isnt any corrosion or water to be seen. I have checked the battery connections and all are good. You said check the fan controller, how should this be done is there any diagnostics that i can use to find if it is shot? Thanks for the help so far!

check the brass plug sensor on top of the intake manifold towards the rear of the manifold

remove the controller connector and check for corrosion, the finned piece under the hood, also check the grounds, also remove the connectors to each fan and with a few test wires add power to the individual fans see if they both work, you can get power from the HOT post under the hood and the other wire goes to ground
