i WOULD suspect that the pawl is jammed in the lock position, or the spring has broken (unlikely). Try pushing down hard on the cap and unscrewing. If that fails , you will need to drill a hole in the red outer, big enough to get a rigid piece of wire through(1/16 to 3/32? depends on wire you have), about 3/8 to 1/2" in from the side; push wire through, and rotate cap until wire end meets a hole or something and you should be able to undo it - it worked for me when the key was stolen in shipping.
