Vacuum hold ? on FP and Heater bypass

Default Vacuum hold ? on FP and Heater bypass
Did a vacuum check on the Fuel pressure Regulator, Pressure Damper and Heater Control Diverter Valve all these will not hold vacuum. Am I to assume that they need to just have Vacuum applied to operate and not designed to hold vacuum!

did you apply the vacuum to them individually? or tap into a line somehwere?
