I remember reading an article a few years back concerning these cars. Apparently, the sultan and his brother were both car collectors...and like most brothers, they had to top each other. Through out the years, they had accumilated a large collection of cars.
The sultan's brother was accused of some wrong doing...and since the sultan was so distressed about his brother, he stopped spending money on cars. Since this was a hobby they both shared, he had no reason to continue without his brother. This is why the cars were no longer maintained.
There were also rumors that when it was time to get rid of a car, they were simply pushed into the ocean.

That "country" I think Sultanite is the term, confuses most people because it sounds like somewhere in the sandbox, when it's actually a pacific rim country. As much as I love the internal combustion engine, petroleum has given a lot of stupid people, stupid amounts of money, with which they do stupid things.

I suspect handling and maintaining 400 cars is much easier than keeping two or so wives from scratching each other's eyes out and neutering the point of contention. Cars are much more forgiving.
