As many have said it really depends on what it is - and what you are willing to pay.
You can be sure that the dealer knows nothing about this car. Get the VIN and determine what model year it really is, check the visuals from top to bottom - inside and out. If it will not run enough to test drive it $3k is a generous offer because all you may be buying is a lot of parts to sell off or 2 or 3 times that much to invest in fixing all the unknowns. If it can be driven and the engine runs strong, the transmission shifts solid, etc. have a PPI done if you are still interested.
At a minimum you are assured needed to do the TB/WP and confirm the thrust bearing/ end play is OK because you will not have any maintenance history.
