Parking brakes worn or need adj?

Doing new Rotors and found the drivers rear parking brake pads seem worn in the front most likely leaving them on while driving. I adj them snug but still find that the hand brake wants full travel to hold. It has always required a full pull on the handle to hold the car in place but I could not count on it to stop the car. Before I put this back together any idea?

you can get a new or used set of E brake shoes and then you need to adjust the shoes to the rotor/ drum.Make sure to get a few extra anchoring springs for the E brake shoes to the backing plates, as sometimes they will snap when your removing/installing them . After this you need to remove the E brake handle console about 4 screws, remove the screws from the back and work forward you may not need to remove the front cover screw and then tighten the E brake cable adjuster it will be obvious how to tighten the cable once the console is removed you should need about 4 clicks to get the E brake to hold the car, dont forget to dissassemble the E brake adjuster star wheels and grease them so they will be easy to adjust somtimes they can freeze

Is your parking brake correctly adjusted?
The way I was taught was the adjust the hand brake so that the parking brake would engage fully when the hand brake was pulled hard enough to hear three clicks. This keeps the hand brake below the height of the seat.
