I've used simple green for years. I also use it to wash my coveralls in the clothes washer after working on the car.
I definately wet the surface first., spritz it on, then I have a wheel brush to scrub a bit, then immediately hose it off. Never let it sit anywhere, and I avoid getting it on paint because I'm not sure what would happen.
My car shows evidence someone used some tire spray and let it sit, too - the clearcoat around the four wheels is stained, each worse than the next. arh. Watch that stuff - it can be nasty. They must have put it on all four, then got distracted or something.

I have a Meguiars product: "Hot Rims" or "Hot Wheels" that I've used on a number of wheels with no detrimental effects. Spray on cool wheels, scrub in 1 minute, hose off immediately.
