Cam gear removel with belt on?

I would:
1) Put the engine on TDC #1 Firing (16-valve) or 45 DBTDC #1 Firing (32-valve). (NOTE - It ALWAYS helps to give the MY, transmission, USA/RoW, etc. when asking a question!)
2) Loosen the tension and remove the timing belt.
3) Remove the cam sprockets.
4) Replace the seals, replace the cam sprockets.
5) Replace the timing belt, ensuring that the cam timing marks are correct.
6) Install and tension the belt. You MUST have a tension gauge, or you are taking a major risk with your engine, especially if it is interference.
7) Turn the engine two turns back to TDC, recheck tension. Turn the engine two turns back to TDC, recheck tension.
8) Install covers, etc.

you could also loosen the oil pump gear, it is very hard to do when the belt is off? Mine came loose quite easily with the belt on and it is relatively loose on the shaft. Although Jim's video of the TB change on John Eifert's '83 shows them using heat on this gear.
If you change the cam seals then maybe you should also think about the oil pump seal and O ring.
I am thinking about replacing my crank seal (I am still in the "undoing stage of my TB change) but I believe it is hard to get the crank gear off.
