whoa! whats wrong? (driving/fog lights - RV)

Just following up on my no work fog light problem.
Going through WallyP's procedure below, I was having problems checking if I was getting voltage to fuse #30 with my voltmeter. This was (I'm ashamed to say) mostly because I wasn't sure how to use it correctly. No matter what I was doing I couldn't get a reading. I went to the step of pulling the Fog relay XIII and checking the #30 terminal. Couldn't get a volt reading there either. So I switched the Horn relay XII and the Bus relay (IV) They are both #53 relays and the horn still worked so I figured that both relays were good. I still wasn't getting volts at the #30 relay terminal. A little frustrated I put everything back together until today. In the mean time I figured out the voltmeter and I checked the bulbs with a 12v battery and they both worked.
Today, I accessed the CE board again to go through WallyP's procedure since now I know how to use the voltmeter, I turn on the lights, pushed in the fog light button and NOW THEY WORK!
I don't know what I did. The only thing I can figure is by pulling the relays a couple times it cleaned the contacts or when I pulled the lights out I seated the connections better.
I still don't know what Wally means by the "plug O" and "Plug I" Could you explain that?
