I have the big red brakes and when bled w/ the two-man system, the pedal is rock hard. For whatever reason (user error?) I don't always get the same pedal feel after using a Motive bleeder.

Have you looked at the check valve at the reservoir? George Suennen has a writeup on it on his webpage under "brake check valve".

The bias won't make the brakes feel soft, just helps lock up the rear quicker!
He states he has a Tilton bias valve in place.

I bet Greg is correct. There is still air in the system.

Have you/Are you using a pressure bleeder rather than a "mighty vac" type vacuum bleeding process. I've had MUCH greater success with pressure bleeding on ABS systems than using the vacuum system.

He stated Power Bleeder at the beginning. I would take that to be one of the Motive units. The thing is, you go from outside to inside, he went the opposite way.
