i just had this same problem. it would read about 1/8 to a 1/4 lower then it was. i cleaned the sender about 4 times, grounds, connectors, re did the cluster and still no go. if i jumped the connector at the sender, gauge would read full. so i know the gauge is not bad. so i then jumped the sender wires (that the float contacts) to the connector to the gauge, it still was funky. so some where in that sender and float was a resistance issue. so i replaced the sender. now it works. its just a "hair" below full now when full, but i did not top it off.

Mine does the same thing. I've noticed that if I move the wires that connect to the trip reset switch, the gas gauge will flicker. I haven't investigated further, but perhaps anyone else with this issue can take a look at their own and see if the problem is in the same area.
