Yep thats it Cowl Cover/Panel - and its just a piece of molded plastic.... I replaced mine at Sharktoberfest last year. It does fit well but it aint woirth $75! Still what else are you going to use....
They actually last OK if you are meticulous about reinstalling it correctly into the little clips. Once the wiper motor gets hold of a floating one though its toast!
Of course you have to supervise anyone else who works on your car too....

BTW if you don't have the rubber seal that goes along the top of the bulkhead - you will need that too - its what holds the cowl on...and makes it work to keep hot engine air out of the fresh air intake...
Here's an idea, call them and describe the part, and you'll get what you need!
I would but when you get three or four different names from the same place.. which one is it.. and are they the same friggin part... I figured it was something goofy like a piece of ABS... and if I saw one I could more than likely fab a better version for a bunch less that $75... but I need to see one first

What is the peice of aluminum covered white padding on the under side of the cowl cover for?
I wish I knew about those little clips. My new 75.00 dollar cover got chewed by the wiper pivot arm. The next one will be my third unit.
you can make one for less i assume if you have the tools to do it, i probably would, mine is fine though, but i wouldnt pay $75 for it. Honestly its like the thinnest plastic, like what disposable plastic plates are made out of. Or of even lesser quality. It would be allot easier to make a new one with one as refrence though, some have tried doing it with i think less then desireable results though.
