Alan, I'm going on travel in the next 36 hours, so I will not have time to do more tests until next week. One thing that I did notice was that pressing the passenger window switch resulted in clicking from the controller and (on at least one occasion) an in-operative driver's side window until I cycled the key from on to off and back to on.
And, on the power draw, does the 'window regulator' fuse have anything at all to do with the controller? Earl Gilstrom and I talked about this - but, didn't look at the diagrams - and he seems to think/recall that the controller has both fused and un-fused power sources.

Yes the window regulator fuse supplies main juice to the module. It also has an direct ignition input - but it only uses this to initiate turn-on & to know if the ignition is on or not since it behaves differently depending on this (express-up disable, lock auto-close mode etc).
Probably what you are thinking is not true - the motor never sees an unfused power supply line - but it doesn't need to - since its not rated for continuous stalled operation either...
The symptom you describe sounds like the current sensing is not working so it isn't switching off at the top/bottom and just keeps driving - I suspect the test I gave you will fail too..
So a new controller seems like it may be a reasonable idea....
