I have arm # 928 105 540 1R
tensioner housing # 928 105 541 2R
In PET other part #s are listed for my MY.
Are my parts compatible with each other, and with my car? ('81 w/ M28/09)?

#12 and #4 will affect roller alignment. But what's the correct size for washer #12?
And would there be any downsides to adding more washers at #12 to "gain" more?

Spacer #12 is 5.75mm thick, 23mm diameter, and bored 8mm: Do NOT add more, as this centers the piston rod into the carrier arm cup --- if the correct arm is installed.
Circlip #4 is an absolute MUST.

Part numbers ending with R are casting numbers. They are not final "machined to correct shape" part numbers and thus are not listed in PET. You need to use other means to verify you have correct parts.
