Yes, It engages fairly high.
A few thousand words have been written on bleeding these clutches.
One other thing to consider, it you're having trouble, is adjusting the actuator rod on the pedal. It should be extended to be firmly in contact with the master. If it's over extended the master won't fill from the reservior so there will be no self-adjustment as the disks wear.
On my 944 the rod had come loose and the pedal hung down a bit. Seller told me it was a "racing clutch." About five minutes work and it was fine. The 928 has the same mechanics.
