Thanks for the pointers on this.
The first thing to check is if you have 12 V (nominal battery voltage) at fuel pump relay socket position 30. This connector should have voltage at all times.
To jumper the fuel pump relay, cut a small loop of wire and attache spade ends. Plug the wire into fuel pump relay socket positions 30 and 87. At this point you should hear the fuel pump run. If you do not, check for 12 V at the + connector to the fuel pump. If 12 V isn't there, you have a cut wire somewhere between the relay and fuel pump.
If you have 12 V at the fuel pump but it doesn't run, next check the ground connector. If the ground is good, run a jumper directly from the + terminal of the battery to the + side of the fuel pump to confirm that the pump is bad.

I traced out the wires tonight. Everything is good wire-wise. Jump from 30 to 87 does nothing. I toned out the #30 to the "O" plug, further toned out the red/green wire to the red/green on the fuel pump itself. The ground on the fuel pump is toned out to 2 ground points on the car. This means the wiring is good all the way through.
With everything put back to stock, I get 0 resistance across the fuel pump terminals. This seems suspect to me. As if the pump is touching the armiture or something. I completely forgot to hook the postive battery up to the fuel pump to see if it did anything.
The ironic part is that I'll have this car running again just in time for this weekend's snowstorm. Gah.
