Cold Start Valve - always a hot circuit?

Default Cold Start Valve - always a hot circuit?

Does anyone know if the cold start valve and the aux. air regulator are wired hot or are they controlled by a relay? Both of these units on my 78 have no juice going to them but operate fine when a jumper wire is used. Where do those wires go anyway? Could I get away with simply supplying 12v on a switched circuit so that they are hot when the key is on? Any help would be awesome!
