Jeff,
With all due respect, I think you're barking up the wrong tree. Throttle position has very little to do with speed, per se. The throttle controls three things only:
1. Idle control switch
2. WOT control switch
3. The amount of air allowed into the engine

That's it.

Every car has a different throttle response. So without a baseline I think you are concentrating on the wrong thing - accelerator pedal position. One thing to look at is the slack in the throttle cable. Have an assistant step ont he accelerator all the way and see if there is more range of motion left in the throttle. You can tighten the cable to get full rang of motion.

Oil pressure will have nothing to do with how the car shifts - there is no direct relationship here that I am aware of. RPMs on the other hand have a lot to do with your auto trans. So concentrate on how the car revs (freely). This is largely tied to intake restrictions, and exhaust restrictions. ALso make sure there are no vacuum leaks.

0 to 60 in 7 sec in very repsectable for an 83. So don't sweat it too much. Have a good Thanksgiving.

Could simply be that the 928 gas pedal travel is significantly longer than most other cars ?

OK guys... Thank you for all your advices. I will do some more check on the timing and other basic things and come back with some numbers.

Happy Thanksgiving.
