Koni Eibach height adjustment

Got my new Koni/Eibachs and wheels and tires on and my ride height is about 20mm too high. Got the front end up on ramps and I've noticed two things:
1 The adjustment nuts are a lot higher on the Konis and are MUCH harder to get at.
2 The adjusters are already near the bottom.
I thought the Eibachs would lower the car about an inch. Has anyone had a similar experience?

I think I've figured out part of the "problem".
The ridge on the body of the shock on which the threaded adjustment sleeve sits is a good FIVE INCHES higher (measured from the bottom of the ridge to the "eye" of the shock) than the Boge. The castellated nut sits ABOVE the upper A arm and the wheel MUST be removed to adjust it.
I'm beginning to wonder whether Koni made a mistake in the shock. The fronts also have a 5mm Allen socket instead of the 6mms in the rear.
