Konis and height adjusters

When replacing stock shocks with Konis the threaded sleeve is removed from the stock shocks and placed on the Koni, then the castellated nut which allows height adjustment is threaded onto the sleeve. It seems to me that the threaded sleeve is very loose on the shock and I'm worried that when I try to adjust my ride height the sleeve will turn instead of the nut.
Has anyone else had this problem?

Normally there is not a problem as there is tremendous pressure forcing the threaded sleeve and welded step ring together. I made the exception on my front konis by slathering everything with antiseize lube prior to assembly. When the index mark was laid on the shock body for final tweaking, one side adjuster just spun as a unit.
The cure was to squirt some carb cleaner on the area, drive for a while - and then the
insert bonded to the ring, allowing adjustment.
Tip - lube the threads and no drips on the seating area
