The problem ended up being the contact points on the resistor pack Terminal #8. They built up corrosion over time. Removed the cover and used contact cleaner and some Emory paper to clean them and it works like new. Porsche could have made access to the resistor pack much easier than they did but what can you do.
SUCCESSS - fans work again in all speeds!!!
Now I have an unnecessary new resistor pack sitting here. Once I figure out how to shrink my arms and hands enough to reach into the heater box, I might just install it anyway.

Just saw this and tried it. I cleaned all contacts, reconnected everything, and tried the four fan speeds:
SUCCESSS - fans work again in all speeds!!!
Now I have an unnecessary new resistor pack sitting here. Once I figure out how to shrink my arms and hands enough to reach into the heater box, I might just install it anyway.

I agree the location couldn't be more inconvenient IIRC the marks didn't go away for a week trying to put the unit back.

I use that same parts-grabber hat Bill Ball illustrates, but I grab the pack while it's still screwed in place. With a firm grip with the grabber, there's no fishing for it. Screws come out and the resistor pack is easy to withdraw. For installation, I add a large forceps to the tool mix. Use the grabber to get ther resistor pack near the opening, then reach through with the forceps and grab one of the electrical pins. It's easy to hold the resistor pack in place to get the screws in then. Other tools-- I have a small phillips-screw starter that grabs the head of the screw for installation. It's a Proto tool that I've had for decades, about an inch and a half long. Beats trying to fumble the screws into place with fingers in that tight space while holding the pack with the forceps. I also learned to pack a towel under the workspace there to catch dropped screws before they migrate to other spaces under the cowl.

Judging by the dip in my on dash volt meter when engaging the fans, I'm sure the blower could use a cleaning and lubing. I am sure it is drawing more amps than it needs to. My levels one and two on the dial get no response... I will be going in for some resistor pack surgery tomorrow and report findings... Looking forward to cleaning up that front evaporator as well. All great stuff offered up in this.
