Default crazy idle

I own a 88 928 with an automatic. I have a problem where it used to idle real low like at 100rpms sometime then just stall out. so i changed idle controll valve. now the idle is at 1100 in park & 900 in gear. Sometimes I can be cruising about 40mph and coast with foot off gas and idle will actually increase up to like 1400 then drop down to 900 back & forth. What can I do what is wrong?

Check that the closed throttle switch is working. As a first check, open the hood, operate the throttle by hand on the side on the plenum, and confirm that you hear a click from the throttle switch as the throttle is just staring to open, and also every time is is released. Sometimes an over tight cruise or kickdown cable can prevent it operating.

Another posibility is that the MAF is so badly aged the Idle system can't adapt. How many miles on the car ?
