Small rust spots on rear panel

I am looking for the best way to repair small rust spots( about the size of a dime) on rear panels.
Any suggestions ?

Are the rust spots around the quartet windows or around the fenders??
I had rust around the quarter windows (from water accumulating) under the rubber window molding. I have to take them out completely and re-spray both rear quarter panels. However my rust spots were multiple and the paint was flaking around the qrt. windows.
AutoZone sells a paint repair kit for repairing small problem areas - it includes sand paper, a small bondo tube, primer and clear. Depending on the color of your car you might be able to try to fix it and blend it yourself. If it's an off color then it will be difficult to blend with the rest of the panel.

I wonder if using a Rust Encapsulator like one from Eastwood is a better approach than just a standard car primer?
