I've acquired Recon titles in Pa in my previous Jeep life. There are a $hit load of forms to jump thru. Inspections by the State Police (who don't know their gunbelt from a fanbelt). So, although it may be do-able is it worth all the headaches??

Guys,
I have jumped through all the hoops in PA and then waited a month after passing a very rigorous reconstruction inspection and spending a few hundred dollars only to get a letter from PA saying they do not accept FL certificates of destruction. If one of you who has done this successfully did it with a FL certificate of destruction I would be very suprised. I passed every aspect of the inspection, had inpecable reciepts for all my parts and I still failed solely because of the title. I would like a clean title for the car but I will comprimise for any sort of title (recontsructed, whatever) that allows me to drive the car on VA streets.

The problem with Washington is that the car has to be inspected by your state police and then they will issue a reconstructed title. This is a problem because both Rixter and I live on the other side of the country (NC and VA). It would be a long trip just to get it titled and if the car is not titled it would either have to be towed cross country or driven on temporary plates which means it would not be insured. I may end up resorting to this, but I am trying to find something a bit closer. Also, I know that VA will not accept a Washington reconstructed title. I am not sure about North Carolina though.
If you know of a way to title the car without an inspection that would be a viable option (or an inspection by videotape or pictures)

Maciek, there is no way here. The inspection is a VIN inspection. I once knew someone who knew the 928 very well. He lived in a country where once totalled, the car can never be re-titled. So, he took the car, and bought a completely destroyed car with clean title, and he simply welded all the good parts from the nice, untitle-able car, onto the wreck.

I forget whether it's Alabama or Arkansas, but one of them is the place most of those "we can title any car" companies use. You'd end up with a 1960-something title. I've heard of that being done for racecars, kitcars, and greymarket cars without federalization paperwork.
Also, you might want to look into VA. I've heard it is a PITA, but you can retitle destroyed cars in VA.

Lessee now, I want to make sure I have this straight b/c this is important. I will never buy a car (at least not a 928) that has been titled in Ark, VA or OK, b/c it could have been in a hurricane and it could have sat in salt water. OK. I think I got it.

Steve, that's what CarFax is for. With enough effort and paperwork, you could probably get a clear title in any state. VA would probably give a salvage title, but it would take some tricky paperwork to get a clear title anywhere.

Another approach;
I purchased an out of state (Missouri) car with no pink slip. I was satisfied the owner had owned the car for over twelve years (receipts) and when he moved to California he was able to register but no title was issued.
I was able to purchase a surety bond for approx $150 fee, which guaranteed the purchase price to the DMV and they issued a new Pink slip immediately.

Matt, Carfax is good, but it is not perfect, there are ways around the system (holes) that the true hard-core greedy auto brokers know about.
Steve G., that won’t do you any good because the car (s) will not have a Va., Ok or Ark. title once the car comes up for sale.
Let’s say a true hard-core greedy auto broker buys a car that comes from FL. with a COD, than he takes it to lets say LA. and after a little work gets issued a re-builders certificate, than whole sales it into Ok and finally get registered in NY were it is than sold as a clean low mile unit. Keep in mind they don’t do this with just one car at a time, but truck loads of high dollar cars.
One of the new frauds I have just heard about is to take salvage cars into Mex. were it’s just a matter of who you know.

T_Max: I have/had Carfax. I know what it provides and what it lacks. Nothing is perfect, the point is someone is looking for a way to defeat that system -- may not be nefarious, but I would not knowingly buy a car that sat in salt water, what a POS to do to someone. The lesson gained here is: "Buyer Beware: another strike against brokers and who else?? you know who you are; those who do not have car history. Unfair to generalize, but stay away from red states that have weak reconstruction guidelines, Oh, yea, add AL to that list. Do you want a car that sat in salt water?? Makes my car look better and better, even tho it is an '85 and I see a lot of them on ebay go for 5 or 6K. I'll may not ever sell it, but if I do, it will be obvious it has been garaged and not abused.
