High Idle

when i start my car it revs way up to about 5000RPM then lowers to just above 2000. when i tap on the gas a few times it will drop back down to normal, or if i open the hood and play with the throttle a little it will slip back down. is something just stuck and needs to be lubricated? or is this a major problem?

You really do not want a cold engine jumping to 5000 rpm.
To do so, there must be an air source, and that is either the throttle body butterfly valve is open, or air comes in from another source - like the idle control circuit (ICV). For the latter, even wide open, it would be a stretch thinking it would pass that much air.
Does the engine otherwise perform normally? - idle at ~700rpm, respond to the throttle and shift normally? Assuming you start the car without touching the gas pedal, when you do 'tap' the pedal, is it already depressed - or in its normal (high)position?
The first thing to do is remove the air box so you can trace the throttle body actuating cable from the quadrant -to under the air box - around the pulley - on to the throttle. Pull back on the quadrant, as if you were stepping on the gas - and assure that the cables move easily and without binding - it will be obvious when you play with them.
If everything looks OK there, disconnect the cruise control cable - and leave it off ( for a day or three): a fault in that circuit could open the throttle causing your problem - remote, but possible.
While doing all this, open the 1/2" hose to the IAC directly behind the quadrant, and put in a good shot of WD-40.

the pedal is in the normal position, after giving it a little rev, it will drop back down to about 700 rpm, and then all is normal. Normal shifting, operation and whatnot. it just seems like something is sticking and the tap loosens it. I have not experienced this problem for a couple of days, so i am hoping that it has maybe gone away.
