Can anyone tell me if the splines are the same for a '88S4 and if it is possible to make this fit on my S4?

Why would you want to put it on a S4? There is a lot more to an airbag system then just the steering wheel. Your 88 S4 will not be wired or have the necessary sensors to trigger the airbag in the event of an accident. I can't tell if it will fit your S4, but it is my understanding that all 928's up to the airbag equipped cars used the same spline to mount the steering wheel. The airbag equipped steering wheels are actually a 944/968 P/N with the 944/968 splines. You could check with an aftermarket seller to see if the hub adapter for a 96 993 is the same as that for a 88 928S4. If I were a betting man I'd say that it won't fit!
