Re-federalizing a de-federalized, federalized '78 Euro..

The PO paid something like $7K to Wallace labs to federalize the car so he could bring it to the US from Holland in '93 - smog pump, cats, lambda feedback CIS, charcoal canister, etc. It's exempt now from emissions testing so I took off the air pump and lambda feedback control and planned to remove or gut the cat. For the life of me I can't find a 21" belt to run the visco-fan - Pep Boys, AutoZone, NAPA, 2 lawnmower shops. Then I had this idea, "Hey, why not put all this stuff back on?" I know some have gutted the air pump for use as a belt tensioner. Does it rob the car noticeably of performance to have these smog devices?

Simply put, no. If the system is working properly, cat(s) properly sized, mixture correct, etc., you would not feel the difference on the road after removing everything. It may be another story if something is out of whack, though.
In any case, if you garage the car, you will want to leave the charcoal canister in place.

It is certain that the pump and cats aren't making it faster. With age and use, the cats get plugged and more restrictive. That results in performance loss to the point of inoperation.
I removed all of the air injection plumbing because it was a hassle to put back on during a head gasket job. Nice to have gone on subsequent cam tower and engine rebuild work. Ugly, too. The inlets on the back of the block (if that's what you've got) take the same plugs as the front and can be ordered from you favorite 928 vendor.
The air pump has no "wipers" as those were noisy. Not hard to do.
Keep looking for the 21" belt. I've seen them at the local "Fleet Farm" mega store, for example.

You could always put on one of the EURO idler arms...
What else runs off of that belt? On my '85...I removed the pump AND the belt-driven viscous fan (both were on the smae belt) and retro-fitted an elec. fan.
