Default fan speed relay?

Ok, I've searched the archives but there's nothing definitive on my question, so I'm asking:

my fan speed control switch only works on full/defrost. Does this mean the relay (XXI) is bad? Will swapping the defrost relay (XXII) work as a test? I want to drive the car until the snow flies, and for that I'll need heat that isn't full blast all the time...

Sounds like it may be the resistor block. I haven't done one on the 928 yet, but I think the procedure is at Nichols site.
