Hmmmmmm....
You *could* mount the steel to the CF, and then cut away everything except the actual parts that mount to the car. That way you will get proper alignment, etc...
As far as covering the reflective parts, if that dash was going in my car, I would probably cover almost the entire top portion with something non-reflective, but leave the frontal section exposed. My main concern would be reflection in the windshield, not glare...
