My 82 928 idles poor(same) with the AFM connected or disconnected hot or cold and while connected if i manually move the flap there is no change in the idle. All temp sensors and TPS switch were replaced(and adjusted). The ECU is find, switched with a working unit and i have a spare AFM units both work the same way. Took a look at the AFM connector pins/wires look find.

where should i be looking next?

The wires may look fine but you need to verify that they have not internally failed somewhere in the wiring harness.

Use this as a guide to test all the wires to see if any short or have breaks in the wire itself.
