Default Checking pressures CIS K jet

Car is 79 USA manual and WUR and FD have been rebuilt by a reputable source. My question is, am I to apply vacuum to the back of the regulator when testing the COLD control pressure. I have the WSM graph and am in the sweet spot with vacuum but fairly low without. I can't find any mention of with or without. Or as we say in Phili. wid or widdout. (that's cheesesteak talk)

Actually moved up to hinterlands of Skippack now so Pudges is the go to and way good.
But used to be a Pats guy.

But seriously back to original question. Is cold control measured with or without vacuum applied to the WUR. If I’m asking a stupid question please someone enlighten me.
