What is this vacuum line for?

I removed the air filter box and found the other end of the vac line wedged in the V. Not connected

Umm if you found that, then you might have a vacuum leak,
as there is a port on the underside of the intake housing.
use a flashlamp and mirror to verify the port has been plugged.

Is it possible to buy the vacuum solenoids anymore? I though I saw a picture of a solid state replacement unit on the internet.

If you mean the HVAC solenoids located in the console that control all the HVAC actuators, hit the Wayback Machine for this site. The photos are gone but the text describes how to replace the solenoids with modern replacements available on eBay:

Like Merlin said, take the airbox off and post photos. I have just completed sorting a very messy vacuum system and advice from Fred and Merlin was invaluable. I had 'loose' tubes like that, I even had one with self tapping screw in the end. If there's a loose vacuum hose likely there's a hole for it somewhere... without pics every reply is just speculation.
