Default Air Pump and Diverter

This will be about MY 1986.5:

I had installed a cross pipe in the mid 2000's so this removed my catalytic converter system that my air diverter was hooked up to.
As then, now the pipe going down to where this hooked into this system and not hooked to anything. Currently it seems to be dripping oil and then onto my exhaust and giving off burnt oil smell. I don't remember this happening back when I changed this over.
I'm not sure how this is happening for it seems isolated from engine internals. Unless this is coming from the vacuum line? I haven't looked at that.

This is my rebuild that I have been working on and have installed all new vacuum lines front to back.

So question is the following choices:

Remove the system for we don't have smog testing here.
Remove and clean this system. Cleaning I mean the pipe for I'm not sure you can clean the Diverter or EGR valve.
Could I plug the bottom? Not sure about this one either.
Order new parts to replace this system.
