I was wondering how much I should spend on this 1982 Porsche 928, it hasn’t been on the road since 2002 and was last started up in 2014, since then it has sat on this trailer out in the elements, there is not too much rust underneath as much as I can see and the interior looks in fair condition. Tell me what y’all think

Is that rust or mud along the rocker panel (in front of the rear wheel)? It looks like bubbling rust with a light covering of mud to me. If you have to add rust repair to the "To Do" list, you're in for a very large bill to get this one back to respectability.

Looks like rust at the lower front corner of the rear quarter windows, too.
For a car sitting this long, you will easily have $10k in parts (conservative) or more to get a reliable driver. Better examples with less work out there...
All good advice here. I myself rescued a car that was far too gone and know the labor and expenses that go along with such an endeavor. With that said, the days of the 500 dollar 928 are long gone. Even the 1500 ones are long gone. So if you have the room and the skills, you can have a lot of fun for $500.00. If the car turns out to be a bust, get another one and use this one as parts. I am not telling you to dive right in, but at $500.00ish dollars, hard to go wrong. Just be realistic about the condition and your skills
What do you want to do? Fix it and drive it? make money? sell parts? Procure a dozen more like it and make "928 Henge" ? Your intentions will help set the price.
I would be VERY afraid. Its highly likely that there is a infestation of mice etc that probably destroyed huge parts of the wiring harness that is difficult at best to work around when in good condition.
The saying "buy the nicest 928 you can afford, that has been cared for" always rings true. Even if you do all of your own work it will costs thousands of dollars to get to solid driver status plus the paintwork.....and possible rust.
The upside. The L jet automatic 928's are VERY reliable when cared for, at a lower performance point vs the Euro or later 928's.....
I would offer whatever you think the trailer is worth......IF you want to invest $10k into the car
