Default Help ID plug and wires 1989

Pulling my instrument pod for general maintenance and found this additional plug, wrapped in electrical tape, on the left side of the pod under the headlight, fog light, and intensive washer switches???

also found this jumpered connection of a green/white wire to a brown wire. This is above the hood pull on the left kick panel????

Your second photo looks to be a PO hack. I was just in that area on my 89 doing my dash resistor cleaning and there are no factory jumpers on those two connectors for the seat and mirror memory box. Are your seat memory switches functioning normally?
