89 CE Panel - what is this?

When checking and replacing all CE panel fuses yesterday I found this black cable/plug lying on the inside bottom. I didn't see or feel a male counterpart but it could be buried. So, what is it and what does it control? Currently I have zero electrical issues, everything works (that I am familiar with) so I am curious. Sorry for the not so great image.

For ROW cars with no CAT, and particularly without unleaded fuel and therefore no oxy sensor, a potentiometer goes there to adjust fuel mixture.
