Default OB front fender bumper mount stud hole differences

I have replaced the 1979 passenger side front fender with a part from an early 80's donor car that I have had lying around for years. When trying to install the front bumper cover I discovered that the holes around the front edge of the replaced fender don't line up along the upper edge.

Measuring the drivers side top two holes from the same spot on each fender the first hole in from the engine compartment is off by 1/4 from drivers side to passenger side and the size of the holes is different as well, small round holes in old fender vs larger oval holes in the replacement fender.

Were there differences from 79 to later early cars in the bumper mounting stud locations? I had no issue installing the fender and all the other holes for mounting on the back end and along the engine bay mount lip lined up perfectly.

I can certainly drill larger/ new holes but want to make sure I did not miss a step somewhere.

Update - I loosened the fender bolts and removed the lower fender bracket mount bolts, elongated some of the stud holes and was able to get everything to align.

I know, I know, previous owner fodder, but I don't plan to sell in my life time and after that I likely won't care
