siezed fuel pump? the pump should continue to run if the relay is bridged, it will just route the fuel back into the tank, if it doesnt stay running would be a good place to start, that would also explain the dead fuse, as when they die they pull more amps killing the fuses

The clicking under the hood is more than likely the injectors cycling.
I agree with the bad pump theory if it quit with the relay jumped.
The only other -extremely rare- gig that I could think of is an incredibly clogged strainer mesh-pick up, in the tank, or a completely clogged fuel filter starving the pump.
There is a line pressure/liters per minute(second) test in the book.
Or to see if the pump is indeed dead. Break the line forward of the pump-watch out still may be pressurized, maybe do this outside- then try to slip a piece of hose over the output side of the pump fitting, run the hose to a one gallon jug or something similar and tape it on.
Cycle the key and see if anything ends up in the jug, look for debris.
You probably will have to replace the pump and filter, if so make sure you don't kink the lines -use opposing wrenches-, and you MIGHT have to keep the old check valve - Guru's?
Other stuff: I am not sure what year cars had the dual pumps. From what I understand of those types; usually the pump that makes the noise is actually the good pump. Not trying to muddy the waters but maybe a BTDT type, or a GURU can bring us both up to speed on what the symptoms are with a failed fuel pressure regulator, cold start/idle sensor pathways, the latter has me interested because of the O2 sensor work you did.

I think when you solve this it will be one of those things you will never have a use for again -exasperating, ain't it? - except for advising others down the road when the problem bites them.
P.S. I'd lend you my spare pump and relay but I'm sHARk hunting and If I buy another one I'll be traveling with a spare parts duffle. Sorry.

No doubt the pump is bad. It runs for about 3 seconds every 3 or 4 times I turn the key on
I was parked on a steep hill with my nose up, maybe some sediment clogged the filter.
The only thing that confuses we about the pump dying is why then did it smell like it was flooded when I was trying to start it? Weird! And no I didn't flood it

Have you tried bridging/jumpering the fuel pump relay socket?
Normal operation is to only allow the fuel pump to run for a few seconds, if there is no tach signal, ie. the car is not running.

With fuel pump relay jumped the pump will run for a few seconds every third or fourth time I turn the key to the on position. With it jumped it should run constant I think.

Do you have an in-tank pump too (2 wires to gas tank outlet)?
I have a pump for 81, I don't know if it would fit for testing (928 Intl shows different pump for 91) but...

VERY far right, behind the brains. I figured later models had the in tank pump, my S4 did. I will check that out. Be nice if it didn't.
No doubt there is an issue with the pump so that is where I will start.

One of those 50 plus 1/4 & 3/8" socket kits
allen wrench set
two small crecents
1 plier
1 side cutter
1 needle nose
1 wire stripper
1 roll of electricians tape
1 digital multimeter
1 set of jumpers, long -13 foot, with alligator clip end, heavy speaker wire.
1 short set, 2 feet, 12 gauge.
relay jumper, blade ends.
Static light jumper,blade ends, with adapter for small alligator clip ends.
#1,#2 flat tip and phillips
fuse and bulb spares
Oil filter
Depending on year:
Tranny filter, fuel pump/filter.
Every thing else you get on site. Don't attempt to take this on as carry on.
If the multimeter has batterys take em' out. Buy spares and put them in your shaving kit.
Before you buy all new stuff...Have you DIRECT JUMPED the pump with 12volts?

Finally got underneath the Shark tonight to check out pumps. Disconnected the "out" line of the filter and a small stream of gas came out, no pressure at all. confirming a bad pump. Of course I have a full tank so a siphoning job is in order for tomorrow, ah the good ole days.
