Default Adjusting throttle pedal cable at quadrant

I've got a new throttle pedal cable to install.

This may seem a silly question, but just wanted to check how do you actually adjust the length after installing it? Does the long hex fitting move when a wrench is applied, or do you turn the larger nut-type fitting above it? Or it neither of those, and all the adjustment is at the threaded end of the ball socket?

I'm aware that you adjust the pulley cable to correct tension first (I'm also replacing that).

you will hold the 17mm nut then turn the 13mm nut
