Just to reinforce the fender vs suspension pad measuring difference, here are mine - just done rear shocks, front not lifted, 30 miles to settle:
LF fender 670mm/26-3/8 susp 170 RF Fender 672/26-7/16 susp 171
LR fender 615mm/24-1/4" susp 172 RR fender 610/24" susp 175
SO the relationship is close, but not necessarily correct. EG, if I hadnt checked the suspension, I would have lifted the RR another 1/4"/6mm to match the LR, but the suspension says do the opposite. Fronts had new Bilsteins on the bottom of their adjusters ~3k ago. Next time I lift the front I might bring them up a touch, just to lengthen the life of the spoiler.
Along the way, looking for a measuring tool, I spied just the thing - mirror on the end of a telescopic rod - fur seeing into difficult cavities. Its stiff enough to hold its length, but easy to move with fingers of one hand - I just folded the mirror back along the rod, set it roughly, climb under, set against pad, bring out and measure - easy!

The ride height is measured from points on the lower side of the frame (suspension) to the ground. You are referencing what you have done to the fender, which may show you astatic results, but that is not a way to check ride height of the car.
