Default Cruise control issues again

I just took out my cruise control module and had it rebuilt. Put it back in and it's the same drill. Flip in on and instant full accelaration.
What am I missing?

Make sure it's getting speed pulses.

You have an 86.5 so it's still a vacuum servo. Try sending a small voltage to the servo and see what happens. If you have a supply that is current controlled, see how much current the servo is really pulling.
I've thought about this one for a bit: The cruise control gates power to the servo through a 1 amp FET on the output circuit. I'm thinking if the servo port valve is sticking, then the servo will pull more than 1a of current. Which since the CC is fused for a higher value will blow the FET, provide higher current to the servo which will then cause it to open to full and stay open since the FET is now shorted.

Long shot but I had exactly the same issue with mine, turned out that when I replaced the chips I cracked one of the tiny glass diodes.
