Hi Joe --

The heater for the oxygen sensor is the third load on the fuel pump realy, after the two pumps. Inspect the wiring and the connector to the oxy sensor, black cable that loops across the front of the CE panel, passes through a grommet on the side of the tunnel, to the sensor on the exhaust crossover at the top front of the catalysts. Pinching that cable risks a short between the two white wires inside, and additional load on the fuel pump relay.
