Your drain hole in the firewall may be full of gunk. The hole is on the passenger side firewall, visible from below....it has a rubber flap covering it, about the size of a small cell phone. From below, reach up, open the flap, and pull out any leaves, dirt, mud, snails, Jimmy Hoffa body parts, etc. Otherwise, water will fill-up under the heater blower, then find it's way into the footwell as you describe.

Good luck

Rich.

Correct as Richard points out the area at the base of the windshield is a 'wet well" water runs into that area around the wiper motor , heater duct and blower motor . It is supposed to harmlessly drain out the rubber flapper on the firewall but as mentioned french guy , "debris" gets caught above behind the flapper and the water level rises until it pours in through the heater blower motor which is conveniently located just above the fuse and relay board . Removing the thin black plastic cover behind the firewall to windshield you can clear that area from above . It is best to do this BEFORE getting caught at night in a torrential downpour in a really bad neighborhood ................... and now that you know this you will feel really , really dumb if ..............
