TB/WP finish up
Trying to get belts on my 89. Got the belts on but had to remove the two bolts that are on the face on the Power Steering pump. Can’t seem to get them back in. They aren’t biting on anything. Can belts to PSP & Alternator be removed without removing main pulley? I can seen to get PSP to give me much slack.

No. That's the tension adjuster. There are 3 bolts that hold the P/S pump in place. If those aren't loose, the adjuster bolt won't move anything.
You should not need to loosen any of the pulleys to get belts on or off. At least I never have needed to.

Taking a step back when things aren't going well is often a very good idea.
Re-reading your original post, it sounds like you've pulled two of the bolts that lock the P/S pump in place. Do you mean the two that are just above and below the adjuster bolt (they have slots on the bracket)? Or the two that hold the pump to that bracket?
If it was the two by the adjuster bolt, you don't need to remove them, just loosen them. But you need to loosen the third one too. It's below the pulley. Again, it holds the bracket to the engine and has a slot in the bracket. It's tough to see it from the top.
Those three need to be loose for the adjuster to be able to adjust anything.
Edit to add - This is for an 85 Euro, 16v motor. I'm not sure how different an S4 motor is.

Ok guys. Thanks for the help with the PSP. Got everything back together, no leaks and running fine. The only two issues are:
1. Getting a low oil pressure warning on dash. I changed the wiring harness and oil level sender.
Question: Are the two wires that connect to the end of the sender or the one that connects on top of the oil pan responsible for this warning.
2. Pulled the hood release and nothing happened. Felt like something broke. It’s not opening the hood.
Question: Are there any write-ups for fixing the hood release?
Its always something with these cars

The two wires that connect to the sender will do this. Check to make sure they are connected, you might have to swap positions. Which oil level sender did you get?

Push the hood down until you hear it click and then try again. Unless of course if the cable isn't moving at the latch when pulled, then you can go from underneath with a long screw driver and pop the latch.

Pushed on hood... No joy! Looked under the car and can’t see what/where to push to get hood to release. I looked between engine and fan shroud and through air vents. Air vent route seems like the straight route but what/where do I push?
