What could be put in empty cats to tone down the exhaust note a bit?

What could be put in empty cats to tone down the exhaust note a bit?
My '78 US has aftermarket headers with a custom dual exhaust system that sounds great but is a little too loud. The catalytic convertors are gutted--is there anything that they could be stuffed with to quiet the exhaust a bit without plugging things up?
