Default More on headlight alignment.

I found that the lights have a fore/aft <---> alignment relative to a ground.

Do they also have an up/down adjustment as well?

Not a rotate up/down, but again relative to the ground.

Im fining that the base of the lights are contacting the fender at the front of the headlight hole, and they need to be lower in the chassis.

The Mounting bar has adjustments (10mm bolts) on the fenders, you need to get down to see them, follow the bar.
