When is the low fuel light supposed to come on in relation to the needle?

Mine comes on with about 16 litres (4 US gal) of fuel left in the tank.

I recently adjust my needle so it would read full (3/4 before), now the low fuel light comes on when the needle is at E (previous at 1/4).

But I rarely let it get that low.
