My understanding from talking to folks that know is that the ZF kit includes a number of items besides seals that are wear items.
What I do know is that the racks I get rebuilt with the ZF kit don't half initial non-axial movement of the steering arms when the worm gear changes its direction of travel. They are not, of course, cheap.
