Call Toyota customer service and file a formal complaint. Start from the top down. Nothing like an angry customer. Especially with all the 0% financing going on it a customer oriented market.

I know that Honda gives you a sticker to put somewhere in the car with the code. Look around and see if you can find a sticker.
