I think he meant they scattered after the car stopped. The guys scurrying away to avoid the expected cops, ditching the people who are probably injured.

It wasn't deserted - it was crowded with spectators on both sides.
That looks like a 2-lane country road with people parked on the grass on both sides - people should be farther back if they are going to watch, or behind the start line.

In San Diego, I think there are severe penalties for even watching street racing.
It's probably just as well that most of the people left, and only a few stay around to help.
